There are 21 teams. Each team works in a pair and is assigned one to three comunas (mostly Región Metropolitana), chosen so that each team covers a roughly similar total population (range 324k to 568k, mean about 356k).

How groups were balanced
Comunas were assigned to groups by a small Python script (assign_comunas.py) that bin-packs comunas into 21 groups, prioritising larger comunas first and minimising the spread of total population per group. Sources: comuna populations from the 2024 Census.
